Scoped to exactly three tables per the mockup's own comment: Project Budget Approval, Requisition, and Goods Received. Budgets live in src/db/schema/budgets.ts — Project Management's Admin Project flow reads this live state directly. Requisitions (AD-) flow into Procurement's shared PO pipeline like every other source. Users, roles, and permissions are Super Admin's territory, not Admin's.
