Every project cost that isn't a formal Goods Received delivery — labour, transport, welfare, logistics, one-off buys — tagged to a project and a category. Never mixed with Procurement PO receiving: a delivery against a PO is logged as Goods Received instead. No approval gate — freely loggable regardless of a project's status.
